OVERVIEW

Target Prices:

D6 in Houston $.90 or better, in Rotterdam $.85 or better
JP54 Platt -$8 net (i.e. -8/10)

The buyer is willing to give the following to a seller for due diligence:

• Corporate Profile
• ICPO
• Sign Corporate Invoice
• Tank Storage Agreement

In return the buyer asks the seller to provide:

• Unconditional DTA
• Fresh SGS

Buyer will NOT do the following before DTA:

• POF
• Advanced Fees
• Tank farm endorsements of DTA
• No injection into buyer's tank and then dip
• No TSR before DTA
• No seller pays a few days and then buyer pays a few days and then dip

Buyer's new Procedures to be presented to Refineries and their Mandates as of August 2017

Buyer is registered with the Ministry of Energy in Russia, they have established the following new position as far as any future purchase from any Russian Refinery will be under following terms:

Upon acceptance of an offer to sell product from a registered papered Mandate, buyer will provide an ICPO issued and addressed to signatory of named refinery for issuance of the Commercial Invoice (CI) for the SPOT quantity.  The CI will be returned signed and sealed for presentation to the Ministry of Energy for their approval of the transaction.

Upon approval by the Ministry of Energy of the Commercial Invoice the Buyer will then submit the TSA and ATV for the Seller to validate and approve.  Once approved in writing by the Seller the Seller/Supplier will issue the Dip Test Authorization (DTA) for the Spot Transaction.

Upon successful Dip Test, Buyer will then issue to the Seller the Buyers TSR, ATI with ATV, which will be in order to synchronized the product injection into the Buyers tanks by the Seller/Supplier.

Payment will be made by MT-103 to the Seller’s designated bank account as mutually agreed to in the signed CI once the injection has started.

Term Contract will be signed for subsequent weekly, bi-weekly and monthly deliveries upon closing of the Spot Transaction.

We dip in seller's tanks, we provide TSA and ATV upfront so seller knows we have contractual storage availability. Add to that we are a REGISTERED APPROVED BUYER RUSSIAN FEDERATION MINISTRY OF ENERGY. As a major purchaser we are not asked for TSR!!!

Seller is dealing with Federation registered buyer. We are known good delivery as a major. The very idea of the Ministry of Energy registry is for sellers to know of the quality status of the elite buyers. Good delivery means we are fully prepared for all phases of a transaction, including tank storage, ability to pay, our word is accurate. In this dirty crooked business, our status is everything a real seller can see. Then, they act accordingly, sell fuel to us knowing we are good delivery buyers.
